The proposed seasonal and temporary activity on the site is insufficient to warrant the construction of a large and permanent building and the setting aside of the usual planning policies.
Therefore, any building, but particularly a large one of industrial character disassociated from all other buildings, would be an unwarranted intrusion into an area allocated on the 1982 Development Plan as of high landscape value and scenic significance.
