The application covered three elements: a conservatory on the rear elevation of a detached dwelling, an extension of the residential curtilage to include adjacent land to the rear, and the erection of 1.5m boundary fencing around part of that land. The site sits within a predominantly residential zone under the Douglas Local Plan. A previous application (02/812) had already approved a change of use of nearby land to garden, establishing the principle of incorporating this type of leftover developer land into the residential curtilage. The officer found the conservatory to be modest and unremarkable in scale and design, positioned so as not to cause unreasonable harm to neighbouring properties. The garden extension was seen as a practical way of tidying up land left over from the original estate development, and the 1.5m fencing was considered acceptable in form.
The conservatory was judged acceptable in size, design, and siting, with no unreasonable impact on neighbours. The principle of the curtilage extension had effectively been established by the earlier approved change of use, and the boundary fencing at 1.5m was considered appropriate.

The site is within an area zoned for Predominantly Residential use on the Douglas Local Plan.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the submitted drawings numbered 01 Rev P1, 02 Rev P1, 03 Rev P1, and 04 Rev P1, and date-stamped 5th October 2006, and to the letter from the applicant dated 29th October 2006 and received by the Department on the 16th November 2006.
