THE SITE The site represents the residential curtilage of an existing dwelling which sits on the north eastern side of Surby Road. The site accommodates a semi-detached dwelling, the other part of the pair sitting to the west.
PLANNING STATUS The site lies within an area of an Area of High Landscape or Coastal Value and Scenic Significance on the Arbory and East Rushen Local Plan which was adopted by Tynwald in 1999.
PLANNING HISTORY The following applications have been submitted in respect of this site:
THE PROPOSAL Proposed here is the installation of a wind turbine. This will be situated at the rear of the house and will be 6m to the centre of the rotor and the three blades will each be 1m in length. No colour has been given of the finish to the fibreglass pole although the applicant has now confirmed that the pole/tower can be any colour required.
ASSESSMENT There has been another proposal for a wind turbine in this area: PA 98/1834 - proposed the erection of a 6.5m tower with rotary blades attached at Lhie ny Greiney further up the Surby Road. The
Inspector noted that there was no evidence that there would be a noise nuisance from the proposed turbine as it is designed for the domestic market and also rejected objections on the basis of visual impact. He recommended the attachment of a condition which requires that the tower is painted a dark colour. That turbine is not presently on site.
This proposed turbine is more discreetly positioned and less exposed than that proposed in the previous application at Lhie ny Greiney. The turbine will create 2kw of energy.
There is support from the spmce (who is clearly not aware of the earlier proposal just up the road) and a resident who lives some distance away.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The resident of Port Soderick if not directly affected by the proposal and should not be afforded party status in this instance.
The Society for the Preservation of the Manx Countryside and Environment is not directly affected by the proposal and should not be afforded party status in this case.
Whilst Manx Electricity Authority represents a statutory authority, the points raised in correspondence relate to working practices and service regulations matters and not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a wind turbine as shown and described in drawing 1242-01 received on 6th October, 2006.
N 1. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and
Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
N 2.
If the applicant requires to connect any private generation to the M.E.A. electricity supply they must make an application to the M.E.A. as soon as possible. The implications due the location of any such installations need early consideration and they must conform to the appropriate standards as set down for embedded generation.
