The site Allandale Farm, Ballamanagh Road, Sulby, is indicated within the red line on the submitted location plan, on the northern side of the Ballamanagh Road and south of Sulby Village.
The application site is within the area covered by the Sulby Local Plan Order 1998. Under this the application site is within an area recognised as being in an area of open space (including agriculture). Under the Isle of Man Development Plan Order 1982 the site is also within an area of high landscape value.
The application proposes the approval in principle for the erection of a barn
Lezayre Parish Commissioners have refused the application on the grounds that:- There is insufficient detail in the plans and the barn looks out of proportion to house. Unanimous.
Highways Division:- No objection
The Manx Electricity Authority makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no private representations objecting to the application.
The proposed barn has been indicated on the indicative site plan which indicated a barn with a length of 24 metres and a width of 12 metres. The indicative plans show the barn 15 meters away from Ballamanaugh Road. Along the south eastern boundary of the site consist of a 2/3 metre high hedgerow which runs the entire length up to Allandale Cottage.
As the site is within an area no zoned for development I have asked the Applicant to state what the required need for the proposal is. They have replied and stated they did not buy the barn that was and still is with Allandale Farm as they couldn't afford it. They therefore require the proposal for livestock/lambing and storage of feed/hay for their working farm. Presently they have approx 200 lambs and four pigs and slowly increasing the stock.
The Lezayre Parish Commissioners have objected to the application due to insufficient detail to the barn, however as this application is an approval in principle I consider the information submitted at this stage to be more than adequate. Regarding to the Commissioners concerns of the barn looking out of proportion to the house, this is an aspect that I also agree with, through this relationship is similar to a number of farm buildings on the Island. Again, however this application is an approval in principle and the drawings submitted only indicate indicative proposals.
For this reason the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
C 2. This approval relates to the submitted documents and drawings 01 and 01803/1 all received on 9th October 2006 and 10th January 2006.
N 1. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
