The site defined in red represents one field situated on the eastern side of the B39 Corlea Road at its junction with the A27 Ronague Road. To the south of the site lies a lane which runs to Thie my Chree, an existing house not owned by the applicant. Also defined in blue is land associated with the application: this represents the holding of Ballaquinney Farm whose farm buildings are centred on a group to the south east of the application site. This is accessed via another lane to the south of this blue area which is not owned by the applicant.
The site is designated as white land on the Isle of Man Planning Scheme (Development Plan) Order 1982 - that is, not designated for development.
There have been no planning applications received in respect of this site.
Proposed here is the principle of the erection of a farm worker's dwelling on the site. No supporting case or information has been provided which provides no justification for this new dwelling, a point noted by a resident of Port Soderick and The Society for the Preservation of the Manx Countryside and Environment. The Planning Officer met the applicant on site on 12th July, 2006 to discuss the proposal. The Officer advised that policy (Planning Circular 3/88) would normally require that new farm dwellings are situated closer to the main farm group than this siting. Mr. Coole explained that there were problems with the access to the main farm group as this was not owned by him.
The Director of Agricultural Services has advised that the farm unit accommodates 160 acres with 65 acres cropped, 80 dairy cows with followers and 40 beef cattle. The manpower requirement for this level of activity equates to around 2.86 full time workers. The farm is worked by Mr. Coole senior and his son, who is 22 wishes to continue to work on the farm in a property of his own. The Director of Agricultural Services comments that the location, whilst not amongst the existing farm group, will be closer to the remainder of the farm land and will provide better access to the cattle duering the summer grazing period.
There would appear to be not only justification for the principle of another dwelling on this holding but also for it to be in this location.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The resident of Port Soderick and The Society for the Preservation of the Manx Countryside and Environment is not directly affected by the proposal and should not be afforded party status in this case.
Whilst Manx Electricity Authority represents a statutory authority, the points raised in correspondence relate to working practices and not planning and as such should not be afforded party status in this instance.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
C 2. This permission relates to the principle of the erection of an agricultural worker's dwelling as shown in drawing reference 06 0104 01 received on 23rd October, 2006.
C 3. The occupation of the proposed dwelling(s) must be limited to persons whose employment or latest employment is or was in agriculture in the Island and including the dependants of such persons as aforesaid.
C 4. The new dwelling must be designed as a traditional dwelling in accordance with policies 2-7 of Planning Circular 3/91. If the property is to be single storey, to which there is no objection, it must also incorporate traditional features - pitched slated roof, vertically proportioned windows and vernacular proportions.
C 5. The application for reserved matters must include provision for the parking on site for at least two vehicles and space in which a vehicle may turn so as to enter and exit from the site in a forward gear. The proposed access onto the Corlea Road must provide visibility for drivers of emerging vehicles, of at least 2m by 23m.
