Permission was sought to alter Ballakelly Cottage in Ballakilpheric, Colby, including the erection of a first floor extension and a detached garage. The property is a two-storey traditional cottage finished in Manx stone, with existing side and rear extensions, situated in a rural setting to the west of Ballakilpheric Farm. The application was refused in September 2022. Decision-makers found that the proposed extension did not respect the form, design, or appearance of the existing cottage, and that the development would adversely affect the character of the surrounding landscape and the rural countryside. Four refusal reasons were recorded, each relating to the proposal's failure to complement the existing building or preserve the rural character of the area.
The application was refused on 29 September 2022 by a delegated Principal Planner. The proposed first floor extension and detached garage were found not to respect the form and appearance of the existing traditional cottage. The development was also considered harmful to the character of the surrounding landscape and the rural countryside.

The proposed extension is contrary to Policy 3 within Planning Circular 3/91 as it does not maintain the character of the original form
