The Site
The site represents the curtilage of Barclays Bank, an existing commercial and Registered Building (RB 030) situated beside Castle Rushen, Market Square within the Castletown Conservation Area. The building sits on a footprint with no external space. The building sits to the west of the Castle.
Planning History
The site has been the subject of the following applications:
- Repairs to parapets and details of leadwork (92/0540) – Application Permitted
- Erection of CCTV dome (98/2139) - Application Permitted
- Installation of replacement cash machine (99/1206) - Application Permitted and
- Erection of advertising signage (02/1222) - Application Permitted.
The Proposal
The installation of a security camera on front elevation.
Representations
The Highways Division of the Department of Transport Do Not Oppose the application.
Assessment
The Barclays Bank is a Registered Building (RB 030) and located within the Castletown Conservation Area. I have therefore considered the content of the application with particular consideration to POLICY RB/5 ALTERATIONS AND EXTENSIONS and Policy CA/2 SPECIAL PLANNING CONSIDERATIONS for Conservation Areas as set out within Planning Policy Statement 1/01.
The proposed is the installation of a security camera at least 15ft above finished floor level on the left hand side of the registered building façade facing into the Square. The camera is relatively small in scale and designed in a heritage fashion.
One concern is that the increasing number of this type of equipment may in time, be detrimental to the character of the Conservation Area if there are too many of them. It is noticeable that there is another one within two metres of this one and you wonder whether one camera could do the job of two. However, given its relatively minor scale, height above the ground, colour and design this proposal is acceptable.
Recommendation
Recommend approval of this application.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
