Officer's Report
The Site
The site represents the domestic curtilage of a relatively new house built within an estate of 61 properties - a mixture of detached, demi-detached and terraced housing to the east of Arbory Road. This particular property is a detached house which backs onto Maynrys - another public sector housing estate.
Planning Status
The site lies within an area designated on the Castletown Local Plan as Residential. In the emerging Castletown draft plan the site is designated as Proposed Residential, the site having been developed since the formulation of that plan in 2001. This plan was never progressed.
Planning History
The site has been the subject of the following application: PA 02/1204 - residential development comprising road, plots and sewers and 61 dwellings - permitted.
The Proposal
Proposed here is the erection of a single storey annex at the rear of the house to accommodate an extended kitchen and utility. the extension will extend out from the rear wall of the property by almost 2.5m and will be 5.6m in width and finished to match the main dwelling.
Assessment
The extension is modest in size and will have no adverse visual impact. The extension will bring the property closer to the housing behind but this is not parallel with the application property and as such there will be no adverse impact on these properties from the extension. There will remain 8m of rear garden after the extension is constructed.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst Manx Electricity Authority represents a statutory authority, the points raised in correspondence relate to working practices and not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a single storey extension as shown in drawings reference 01R, 1.7091-101-00 and 1.7091-102-00 all received on 22nd September, 2006.
N 1. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
