The Site
The application site is Ballavitchel Farm, Ballavitchel Road, Crosby. The application relates specifically to an existing agricultural building situated to the north of the existing dwelling and converted barn.
The Proposal
This application seeks approval for the replacement of the barn with a new agricultural building which would be built on the footprint of the existing. The building would be of modern steel framed construction finished in dark green pvc box profile steel cladding. The ridge height of the proposed building would be slightly lower than that of the existing building.
Planning Status
The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order.
Planning History
The following previous planning application is considered relevant in the assessment and determination of this application:
00/00089/B sought approval for the erection of an agricultural building. This was permitted.
Representations
Marown Parish Commissioners have no objections to the proposed development.
The Highways Division does not oppose this application.
Assessment
Applications for new agricultural buildings are assessed having particular regard to whether there is an essential agricultural need to warrant the setting aside of the general presumption against countryside development. In this case, an existing building would be replaced.
The farm holding is clearly large enough to demand buildings in order for it to farmed and the building proposed is of similar proportions to the existing which is in a poor state of repair. It is concluded that the proposed replacement is acceptable in visual terms, being constructed from materials that are suited to its specific use. It is recommended that planning permission be granted with a condition limiting the use of the building to agricultural only.

The Highways Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways Division cannot be afforded Interested Party Status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. this approval relates to the erection of a replacement agricultural building, Ballavitchel Farm, Ballavitchel Road, Crosby as shown by HLK/10/0355/8, HLK/10/0355/6 and HLK/10/0355/2 all received 31st March 2011.
C 3. The building must be used only for agricultural purposes.
