The site represents a developed industrial site located in the south western part of Balthane Industrial Estate. The site has on it a complex of industrial units permitted in recent years.
The site lies within a wider area designated as Industrial on the Isle of Man Planning Scheme (Development Plan) Order 1982.
The following developments have been permitted on this site:
PA 90/01747 - use of land for storage or plant and machinery and erection of boundary fence PA 01/01739 - erection of workshop and storage units PA 04/01704 - extensions to storage units to create additional units PA 05/00532 - change of use to stores and erection of additional stores extension and PA 06/01171 - amendments to roof slope of workshop wings.
Proposed here is a further extension to the permitted development on the site, erecting more units between the two rear wings. There is a consequent loss of four parking spaces within the courtyard to make room for the new units together with the circulation space. There will be six new workshops. There are to be more parking spaces provided within the north eastern part of the site to compensate for the spaces lost as part of this scheme and to provide for the vehicles which will be generated by the proposed development. There are now to be 40 spaces for a development which requires 38 spaces.
The proposed development will provide more small-scale units within an area designated for industrial use. The provision of more parking spaces will accommodate the vehicles generated by the new development and the buildings themselves are unlikely to be seen by the public but are in any case in keeping with the rest of the development on the site.
The recommendation of the Department of Transport Drainage Division that the only processes which may be undertaken are dry ones, as the sewerage system cannot accept discharges other than from domestic wcs and canteens should be encapsulated in a condition with an explanatory note.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst Manx Electricity Authority represents a statutory authority, the points raised in correspondence relate to working practices and not planning and as such should not be afforded party status in this instance.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of further units and the creation of further car parking spaces all as shown in drawing reference AT 653.6 received on 26th September, 2006.
C 3. The proposed units must be finished to match the existing units on the site.
C 4. The use of the proposed units must be restricted to dry industrial processes only.
NOTE: for clarification, the only discharges which will be accepted into the public foul sewer at this time are domestic sewage from wcs and canteens. If in the future the sewerage system is capable of accommodating anything further and the Department of Transport are satisfied that this is the case, a further application may be made to vary this condition or to propose a specific process which does not comply with this condition.
C 5. There must be no discharge of surface water to the main foul sewer.
C 6. The proposed development must be connected to the main foul sewer.
NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development
N 1. The applicant is advised to contact the M.E.A. Planning Department (Tel. 687781), to discuss the electricity supply for this application.
