Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
This application has been recommended for approval for the following reason. The proposed extension and alterations to the building would be in accordance with General Policy 2 if the IoM Strategic Plan.

1.0 THE SITE - 1.1 The application site is the curtilage of the Methodist Church Hall, located to the south of the highway. The building single storey with a pitch tiled roof set back from the edge of the highway with parking to the front. To the west is an attached flat roof annexe that continues to wrap around the rear elevation and to the west. - 1.2 To the east of the site is the Port Erin Methodist Church (not a registered building)
2.0 THE PROPOSAL - 2.1 Proposed is the remodelling of the existing facilities to improve and extend the existing worship space including a new pitched roof to the rear elevation, glazed porch and revised parking provision to include disabled parking and a ramped access and creation of an entrance porch and bicycle parking. - 2.2 The scope of works, would include some internal remodelling to the layout which will influence the window and door positions on the external elevations. The main aspect would be to the rear elevation that sees the inclusion of a pitched tiled roof with a religious cross on the rear elevation, and the resizing of the rear windows to reflect the new internal layout. - 2.3 The applicant notes the main church building is currently being marketed for sale and the congregation has downsized into the church hall and now needs to carry out some necessary works to facilitate the new continued use.
3.0 PLANNING POLICY The application site is within an area recognised as being within 'Civic and Worship' use under the Area Plan for the South Map (Port Erin / Port St. Mary). There are no policies within the written statement that accompanies the Local Plan that are considered specifically material to the assessment of this planning application.
3.1 The site is not within a flood risk area nor is a registered building. There are no registered trees on site. The site sits outside of the proposed conservation area for Port Erin. - 3.2 Within the adopted Isle of Man Strategic Plan 2016, the following policy are considered to be the pertinent relevant policy in the determination of this application: - 3.3 General Policy 2 (GP2) (in part) Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
4.1 The application site has no planning history that is considered relevant to this application. - 5.0 REPRESENTATIONS
5.1 Port Erin Commissioner's commented (13.10.21) with no objection.
5.2 Highways Services commented (22.10.21) at length on the merits of the proposals and concluded; "no opposition is raised subject to adjustments by condition, where possible, to the gate entries from the rear car park and details for car parking relating to the accessible, residential and evcp bays." - 6.0 ASSESSMENT The fundamental issues to consider in the assessment of this planning application are;
6.1 The proposed works to the front elevation would be seen to be acceptable and would be compliant with access requirements for those with mobility issues. The landscaping proposals here would be seen as a welcome addition to this elevation, helping to soften the appearance and make it more appealing from a visual perspective. Tuning to the rear elevation and side, those proposed alterations to the fenestration details would be acceptable and are all at ground floor level. The inclusion of a pitched roof over part of the rear elevation would break up the massing of the continuous flat roof that currently exists and would make the rear elevation as visually pleasant as the front. These works would ensure there is not visual impact to this property or that of the surrounding streetscene and is deemed to be an acceptable form of development that complies with those sections of General Policy 2(b) & (c) and the RDG 2019.
6.2 The proposed level of works to modernise the building would not be considered to have any detrimental impact upon the neighbouring properties given the level and scale of works being proposed and mainly contained to the rear elevation and does not include any built development that would impact upon their existing amenities or increase the footprint here. This aspect would accord to Gp2(g).
6.3 The comments from highways seeking a condition on the rear pedestrian access to the car park to be widened to 1.0 to 1.2m , if space permits, to allow easier access for those with mobility impairments or push chairs to have safe and easy access can be included and would be practical for all users of the building. - 7.0 CONCLUSION
7.1 For the above reasons, it is concluded that the proposals would be appropriate forms of development that does not harm the use and enjoyment of neighbouring properties and has been designed to comply with aforementioned planning policies of the Isle of Man Strategic Plan 2016. - 8.0 INTERESTED PERSON STATUS
