The Department does not accept that the design is as suggested, rather that the appearance of the properties is simple, reflecting the basic vernacular style prevalent in this part of the village. The addition of solar panels is unlikely to enhance the architecture but these may be added with the appropriate permissions, at a later date if required.
18) The Architectural Liaison Officer makes suggestions regarding the surveillance of the car parking areas in the interests of community safety. He suggests that the proposed play area and car parking associated with the first time buyers' properties are largely unsupervised and are relatively freely accessible. It is clear that Dreeym Balley Cubbon has been designed to be relatively open plan and the introduction of fencing would interrupt this concept. Accessibility is built into the layout and clear views into the site are an attractive element of the development. There is often a conflict between accessibility and prevention of "desire lines" and between maintaining privacy but maximising supervision. It would be possible to erect fencing to prevent easy access to the play area from the Main Road, however this is not felt to be desirable within the scheme as designed.
Party Status
19) All parties who have expressed a view are or represent statutory authorities and as such should be afforded party status.
Recommendation
20) The Planning and Building Control Division would recommend that this development is acceptable and should be permitted subject to the following conditions:
a) This permission relates to the residential development shown in drawings reference 42PROP/0503/01A, -02D, -04, -05, -06A, 4602-02, 4602-SK02 and 4603-SK03.
b) The development hereby permitted shall commence before the expiration of four years from the date of this notice.
c) No development may commence until there has been approved by the Planning Authority a scheme of landscaping which includes indications of all existing trees and hedges within the site and details of any to be retained together with measures for their protection during the course of construction.
d) All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants
