THE SITE:
The site represents the curtilage of The Queens Hotel, an existing Public House located on the Queens Promenade, within the Douglas Promenade Conservation Area. The Queens Hotel is on the Protected Buildings Register as RB 83.
THE PROPOSAL:
The application proposes internal fire safety and precautions work as set out within Assessment. REPRESENTATIONS The Highways Division of the Dept of Transport has no objection.
The Borough of Douglas has no objection.
The Isle of Man Fire and Rescue Service, the Manx Electricity Authority and The Disability Access Officer are attached.
In considering the content of the application I have had particular regard to Policy RB/5 Alterations and Extensions to a Registered Building as set out in Planning Policy Statement 1/01.
I have visited the property on a number of occasions, I have had the opportunity to observe the current state of the building and discuss with the applicants and their agent, the works which form part of this application.
4&5 These items involve the removal and replacement of the Georgian panelled doors with modern Fire Doors. This removal of original detailing cannot be judged to protect and enhance the registered building. We have experienced success elsewhere on the Island with the retention of such doors by treating them with intumescent coatings. We would expect this approach to be taken in this case.
Since originally writing this report, the Applicant’s Agent has withdrawn this aspect of the application pending further discussion.
Having had regard to the content of the application and the recent correspondence from the Applicant’s Agent withdrawing the removal and replacement of the original doors annotated 4 & 5 on the drawings, the proposals are acceptable.
I correspondingly recommend approval of this application.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to Drawing No 4080-1 'Floor Plans as Existing - (Showing internal fire prevention works requiring retrospective registered building consent); Drawing No 4080-LP 'Location Plan', both date stamped 3rd August 2006.
C 3. No approval is hereby permitted for the works annoted 4½-5 on Drawing Number 4080-1 relating to the removal and replacement of two number, original panelled doors.
C 4. PRIOR to the commencement of any building works, a photographic survey must be undertaken to record all existing internal and external features of interest, such a record to be prepared in consultation with the Conservation Officer of the Department
