The application site is the Filling Station, Approach Road, Ramsey, which is located on corner plot with Waterloo Road to the southwest and Approach Road to the southeast.
The site previous use was a petrol filling station.
The site has been zoned under the Ramsey Local Plan Order 1998 as being within a predominately residential use; the site is not within a Conservation Area.
Retrospective application for the use of part of the garage for the operation of a taxi phone dispatch centre (06/01469/C) โ under consideration.
The application is a retrospective application for the erection of advertising signage (petrol pump screen 2.6mx4.8m & canopy boarder 10.45mx0.75m). The signage is not illuminated and has a white background with blue lettering.
The Ramsey Commissioners object on the grounds that:-
The Commissioners consider that the proposed use as a taxi phone dispatch centre is inappropriate in a predominantly residential area and therefore the advertising signage is also considered to be an inappropriate and un-neighbourly proposal.
Highways Division do not oppose
The Disability Access Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
The owners and/or occupants of 45 Waterloo Road object to the planning application however their concerns relate to Application 06/01469/C regarding the change of use of the site, and no comments have been made regarding the signage.
The owners and/or occupants of 44 Waterloo Road object to the planning application (also on behalf of the owner of 46 Waterloo Road who is in hospital) however again their concerns relate to Application 06/01469/C regarding the change of use of the site, and no comments have been made regarding the signage.
In response to the Commissioners objection, I must consider this application on its own merits and I will therefore no be taking into account whether or not the change of use of the site is acceptable, but whether the signage is acceptable in design, form and size for the site.
The signage that has been installed is a like for like swap with the previous petrol station signage. I therefore consider the signage to be appropriate in these locations and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status: The Ramsey Commissioners Highways Division
