The proposal sought full planning approval for a 450 sq. m industrial unit at Unit 5, White Hoe Industrial Estate, Old Castletown Road, Douglas. The building, clad in dark brown sheeting, would have housed a vehicle repair workshop and an auto electrical centre — both businesses already operating elsewhere on the estate — along with a new access road, parking, and hardstanding. Foul drainage was proposed via a septic tank or Biodisc to the north of Unit 4. The site sits within land designated as Open Space or Woodland on the Douglas Local Plan, with the established part of the estate to the south-west zoned for light industrial use. The officer warned that a piecemeal approach — as had produced unsatisfactory results on the older part of the estate — risked repeating those problems, particularly regarding landscaping, drainage, roadways, and overall coherence.
That layout needed to address not only landscaping (required by condition under the earlier approval) but also full details of roadways, footways, lighting, and foul and surface-water drainage. Proceeding with a single unit in isolation risked repeating the piecemeal, incoherent development seen on the older part of the estate.
