The site represents the domestic curtilage of an existing semi-detached dwelling situated on the northern side of the A5 Shore Road between Fisher's Hill and the Kentraugh Road leading to Colby. This property is one of four properties on this side of the road - two semi-detached two detached. The house two doors to the west has recently been the subject of an application for replacement of the flat roof over the first floor accommodation with a pitched roof (PA 06/1064).
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as an Area of High Landscape or Coastal Value and Scenic Significance.
PA 99/0922 - extension to dwelling and erection of garage - refused on appeal. This proposed a flat roofed two storey rear annex up to 5m in length and a single storey garage with flat roofed rear annex extending to the rear of the main dwelling but not as far back as the rear of the proposed two
storey flat roofed annex. This was refused for reasons relating to its visual impact in the landscape and took account of similar extensions permitted and in place elsewhere in this group of buildings.
The existing property has a short flat roofed annex at first floor level and a lean-to single storey corrugated sheeting roofed annex at the rear of the house. The adjoining house is identical except for the single storey annex. Proposed now is an extension at the rear and a garage extension at the side, both of which are single storey but with roof ridges which extend to a height slightly above the eaves level of the original house and slightly below the level of the flat roofed rear extension to the house.
The appearance of the extensions are much improved from that of the extensions previously proposed and have no adverse impact in this respect. The main extension, however, appears to overhang the property of the next door neighbour.
I have spoken with the applicant’s agent who advises me that the adjacent neighbour is intending to undertake similar extensions and will tie into the rear extension now proposed. It is not uncommon to attach a note to an approval for similar extensions to advise that the permission does not confer any authority to undertake works on, over or under land which is not within the ownership or control of the applicant.
Fire Prevention Officer, the local authority are statutory authorities and as such should be afforded party status in this instance.
