The application sought permission to construct a two-storey garage at Glen Moar Tea Rooms, Laurel Bank, St Johns. The upper floor is intended to accommodate a maintenance hoist. Two existing garages within the site's existing cluster of buildings, arranged in an L-shape, would be demolished to make way for the new structure. The building was designed with windows at upper-floor level to give it a domestic appearance in keeping with its surroundings. A condition of approval requires that a minimum distance of 8 metres from the nearby River Neb is maintained during and after construction to protect riparian habitat and fish populations, with measures to prevent sediment or silt entering the river.
The officer considered the proposal acceptable. The domestic appearance achieved through upper-level windows was a specific design consideration noted in support of the scheme. The application was approved by delegated decision, subject to four conditions including the 8-metre buffer from the River Neb.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to Drg. No. 5738 - 01 Rev A and 02 Rev A submitted as part of this application and date stamped 6th June 2006.
Condition 3
The roof(s) must be finished in dark natural slate.
Condition 4
Prior to the commencement of the development, the applicant must submit a detailed drainage layout including details of any spillway and petrol interceptor for consideration and approval by the Planning Authority. The applicant is advised to contact the Land Drainage Engineer of the Department of Highways Drainage Division to discuss the drainage implication in respect to the adjacent main river. Such detailed drainage layout to be submitted prior to the submission of an application seeking Building Regulation approval.
