The proposal involved removing an existing balcony rail and fitting two replacement windows on the front elevation of a residential property at Banks Howe, Onchan. The site sits within an area recognised as predominantly residential under the Onchan Local Plan. The officer assessed the works against policy O/RES/P/21, which permits extensions and alterations to residential properties where they are appropriate in scale, massing, design, appearance, and impact on neighbouring properties. The officer considered the overall level of development to be relatively modest and in keeping with the character of the dwelling, and was satisfied that neither public nor private amenity would be adversely affected. Onchan District Commissioners also recommended approval.
The works were judged modest in scale and consistent with the character of the dwelling. The officer was satisfied there would be no adverse impact on public or private amenity, bringing the proposal into compliance with policy O/RES/P/21 of the Onchan Local Plan. Permission was granted with two conditions, including a four-year commencement requirement.
Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This approval relates to the location plan and window specification date stamped the 4th May 2006.
