Officer's Report
The Site
The site represents the curtilage of the premises of the Manx Society for the Prevention of Cruelty to Animals which is located on the northern side of the A24 between the Eairy Dam and Higher Foxdale. The site accommodates a range of buildings - kennels, cattery, an aviary, administration offices and a cafe.
Planning Status
The site sits within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as "white land", that is not designated for development.
Planning History
Planning applications have been submitted for the following developments on this site:
- PA 92/1115 โ approval in principle for construction of dog and puppy kennels - permitted on review
- PA 96/1649 - extension to cattery - permitted
- PA 97/0010 - erection of wooden cattery - permitted
- PA 94/0505 โ approval in principle for alterations and extensions - permitted on appeal
- PA 99/1592 - erection of aviary - permitted
- PA 99/2372 - erection of administration block, kennel block and landscaping including pond - permitted
PA 00/0199 - relocation of aviary - permitted PA 01/1345 - erection of lampposts - refused on appeal and PA 02/1014 - erection of lampposts - permitted.
The Proposal
Now proposed are alterations to an existing cattery building in the centre of the site. The alterations include the removal of an existing flat roofed porch, the creation of a doorway on the northern elevation and the extension of the building on the western side to create 5 seal pens within the building with two new doors leading straight outside. Also proposed is a new wall to separate the seal pens from the animal pens to the north east.
These alterations have a limited impact on the public view of the site although the alterations take the building closer to the bungalow to the west of the site. The existing building has rather dilapidated annexe attached to it, which are to be removed. The provision of facilities for seals is to be encouraged.
Party Status
Malew Parish Commissioners who have no objection to the application, are a statutory authority and should be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawings reference 00774/1, 06/06/01, 06/06/02 and the submitted photographs all received on 8th May, 2006.
