Officer's Report
This application seeks planning approval for the creation of a parking area to the south of the A25 at Port Soderick on land adjacent to 'The Green Hut' recreation hall. There are at present no parking facilities adjacent to the site and cars must park either on the very limited frontage of the site or on the road.
The area the subject of the application is zoned as being within the Area of High Landscape Value and Scenic Significance in the 1982 Development Plan Order and is located behind an existing hedge and wall. The application proposes the removal of a section of wall, the creation of a visibility splay and hardcore finish to the parking area. The car park would provide parking for 19No. vehicles with 2No. spaces allocated for disabled parking. In addition, a field access would be created through the car park to the adjacent field.
The Department of transport have advised of no objection, provided that the existing parking area to the front elevation is removed on the completion of the car parking area in the interest of highway safety, which considered may be accommodated through condition.
The proposal, which it is considered will assist in the management of traffic within the area, is considered to be acceptable and without detriment to the visual amenity of the area.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to Drg. No’s. 0004/05 - 01; 02A and 03 submitted as part of this application and date stamped 21st April 2006.
C 3. On the commencement of the use of the car park hereby approved, the parking area to the front of the Recreation Hall and adjacent to the highway must be removed and made good in accordance with a scheme to be submitted to and approved by the Planning Authority, PRIOR to the commencement of the works.
C 4. The sod hedge must be constructed in accordance with Planning Circular 1/92 - Manx Hedges.
