Officer's Report
The Site
The site represents the domestic curtilage of an existing residential property at the eastern end of the Promenade alongside Castletown beach. The property is a mid-terraced house where other properties in the terrace are used as bedsits and flats as well as town houses. There is a rear lane which runs behind the terrace which is accessible to vehicles and servicing rear garages in each some of the rear yards.
Planning Status And Relevant Policies
The site falls within an area designated as Residential on the Castletown Local Plan adopted by Tynwald in 1991. The site is outwith Castletown’s Conservation Area.
Planning History
There have been no applications submitted in respect of this site.
The Proposal
Proposed is the replacement of an existing garage situated in the rear yard and accessed via the rear lane with a new garage with accommodation above in the form of a study/playroom. This accommodation would be around 30 square metres in size and accommodates a shower and toilet. The accommodation is access via an internal staircase opening into the rear yard. The garage accommodation is 5m wide by 6m, thus comfortably accommodating two full-sized vehicles. The building will be 6.6m in height to the ridge, some 3m of the existing flat roofed garage. The building will be finished in slate-like roof tiles and painted and rendered walls.
Representations
Fire Prevention Officer recommends the installation of domestic smoke detection (SN16).
Assessment
The proposal increases the amount of on-site parking which is to be encouraged and the accommodation provided above the new garage is not of sufficient size to provide a self-contained living unit. As such, the principle of such a building is not unacceptable.
However, the new building will be taller than the existing and its appearance may be detrimental to the rear street scene and to the outlook of neighbouring properties.
There is a very similar structure at the rear of another property close to this and as such I would conclude that the proposal is acceptable.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a garage with study/playroom above as shown in drawings reference 489/001, -002 and -003 all received on 8th March, 2006.

The accommodation above the garage may be used only as such ancillary to that available in the main house, 3, The Promenade and may not be used as separate or self-contained living accommodation.

The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke and heat detection. in the garage.
