Officer's Report
THE SITE The site represents the large curtilage of an existing chicken farm located at the lower end of the Ballamodha Straight (A3) on its western side. The site accommodates an existing traditional dwelling,
outbuildings and a barn all located on the eastern side of the site. There is an existing access on the western side of the site.
Planning Status And Relevant Policies
The site lies within an area designated as "white land", that is not designated for development on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning History
The following applications have been submitted in respect of this site.
- 97/0554 - alterations and extensions to dwelling - permitted resulting in a larger single storey property
- 98/0832 - erection of replacement dwelling incorporating barn - permitted, resulting in a property similar to the altered dwelling proposed above
- 03/1590 - conversion and extension of existing barn to a dwelling and creation of new driveway and access - refused for reasons relating to the proposed conservatory which was felt to be out of keeping with the converted building. No reference was made to the proposed new access which is similar to that proposed in this latest application
- 03/1648 - conversion and extension of existing barn to a dwelling and creation of new driveway - refused for reasons relating to the proposed window design
- 04/2078 - conversion out building to dwelling - permitted addressing the previous reasons for refusal.
The Proposal
Now proposed is the demolition of the existing cottage and its replacement with a new dwelling situated on the western side of the site accessed via a new driveway from the Wigan Lane, to the west of the site. The existing property has a footprint of around 12m by 10m: the existing cottage is a traditional one with various extensions.
The new dwelling will be 13.5m by 10m with a single storey annex on the eastern side accommodating kitchen and dining room. The building is relatively high - internal ceiling heights of 2.8m and a roof pitch of 37.5 degrees.
Representations
Manx Electricity Authority recommend consultation with them regarding high and low voltage overhead lines and cables running alongside the proposed site.
Isle of Man Water Authority recommend the imposition of standard note 2 (SN23) regarding water supply.
Fire Prevention Officer recommend the installation of domestic smoke detection (SN16).
The Society for the Preservation of the Manx Countryside and Environment object to the application as it represents a new dwelling in an undesignated area.
