RE : Approval in principle to redevelop site to provide apartments with associated parking and facilities at “Brae Villa”, Tromode Road, Douglas. Isle of Man. For Jennifer Quiggin.
The enclosed planning application seeks approval in principle to demolish the existing dwelling at “Brae Villa” and redevelop the site to provide apartments with associated parking and facilities.
The indicative proposal included with the application show a development of 10 apartments, 15 parking spaces, improved vehicular access onto highway, bin storage area, new driveway and communal gardens.
Proposals would be of traditional appearance to match nearby properties incorporating slate roofs with smooth cement render facades.
Use would be made of the existing site level contours in that the building would appear as a two storey structure at street level whilst incorporating a basement car park area accessed at the rear of the site and hidden from public view.
It is relevant that the existing ground levels fall away towards the rear of the site. Also the finished ground floor level of any proposal would be set down approx 1 metre lower than the current ground floor level of the existing dwelling to reduce visual impact.
The proposed alterations and improvements to the existing vehicular access onto the highway would be carried out in accordance with the requirements and to the full satisfaction of the Highway Authority concerned.
Parking provision would all be contained within the site at a ratio of 1.5 spaces per Residential unit. (15 spaces for 10 residential units)
Additional on site parking could possibly be provided in the rear garden area if required.

Existing trees to side and rear boundaries would be retained and additional planting carried out to reinforce screening of the site and retain privacy to neighbouring properties. A comprehensive landscaping scheme would be carried out as part of any future detailed proposal of the site.
The application site is designated as predominantly Residential on the Douglas Local Plan.
We feel that the indicative proposal submitted with this application could be carried out successfully to blend into the existing surroundings and provide much needed affordable housing on what is currently an under-developed site.
We trust the enclosed is in order and would be pleased if your Committee would give favourable consideration to this application in due course.
