This application sought permission to relocate an existing stone recycling area and create industrial starter units on land to the east of the Energy from Waste Facility at Richmond Hill, Braddan. The site lies to the south of an existing recycling facility and is accessed via the A6. The Planning Committee refused the application on 27 July 2006, in line with the officer's recommendation. Two clear reasons were given: the proposal would prejudice the site's future availability for recycling, and it had not been shown that the stone recycling operation could not remain within the existing recycling area. The committee also found that introducing industrial starter units would be contrary to the site's established recycling use and could set a precedent for wider industrial development on land intended for recycling purposes.
The Planning Committee refused the application for two reasons. First, the proposed development would undermine the site's future use for recycling, and it was not shown that the stone recycling activity could not be accommodated within the existing recycling area. Second, introducing industrial starter units on a site established for recycling would conflict with that use and set a precedent for further industrial development in the area.
