Officer's Report
Site
The property Royal Bank House, Victoria Street, is a large attached property which is located on a corner plot with Victoria Street and Loch Promenade. The site has been zoned under the Douglas Local Plan order as being in an area of predominately office use. The property is not within a Conservation Area.
Planning History
The site has benefited from a recent Planning Approval for removal of existing defective concrete pavement and laying of paving (05/01731/B), there is also an application which has been submitted recently for the erection of illuminated advertising signage (06/00325/D) which is still under consideration.
Proposal
The application proposes the installation of bi-fold doors to the main entrance. The existing main entrance has two pairs of internal doors and two pairs of external doors (total of 4 doorways). All
doors at present are manual outward-opening double doors. Two pairs of the existing doors (one external, one internal) are proposed to be replaced with automatic outward-opening bi-fold doors. The application also includes the erection of black painted tubular steel handrails 1.05 metres high with a length of 1.1 metres set into the paving either side of the proposed doors.
Representations
The Douglas Corporation has considered the application and has no objection.
We have received no privately written representations objecting to the proposal.
Assessment / Recommendation
The proposed doors will approval access to the building for all users of the building. The design and material use will match the existing and therefore will not look out of place.
For these reasons the proposal would seem appropriate in these locations and therefore my recommendation is for an approval. I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status: The Douglas Corporation
