The Commissioners reached the following conclusions at their November meeting on the four applications they considered.
The Commissioners wish to object to this application as the development has had, and will further have, a negative impact on the ecology of the area. A previous Bat survey recorded more that 60 positive sounds however without further surveying of every crevice of the building as a whole they could not ascertain the presence of a bat roost. This has been grasped upon as no bats present and sadly any evidence may have been wiped out by the works already undertaken. The overflow from the pond has been diverted into the roadside ditch, the ditch is prone to flooding and the flooding is causing considerable damage to the road and problems further down the hill. It is proposed that any surface water will discharge into the nearby watercourse further exacerbating the flooding issues. The effects of the change in watercourse on the yellow flag iris bed on the opposite side of the road is not fully evaluated, nor has a report been produced on the effect of non-native species escaping from the pond into the natural stream. The road is a rural de-restricted road, narrow, in poor condition, and with limited passing places. The Mill sits between two tight bends with limited sight lines, and the new proposed lower road access affords no sight lines at all. The planning statement ‘claims’ that both entrances were in existence but the Commissioners do not agree that this was the case. The layby in front of the Mill is being used as a passing place and with the proposed wall it means that any vehicles meeting at this point would need to reverse back around a blind bend. The proposed building is more than 50% of the existing footprint, its size and massing is unacceptable for the area which is not zoned for development. The applicant states that they also wish to use the site for commercial storage of equipment for their business but this is at odds with the residential approval previously given. A caravan and container have been added to the site contrary to condition 5 of the previous planning approval and it is most disappointing to see the insensitive way that the works have been handled to date with little regard for the ecological importance of the site.
The Commissioners are disappointed that the original permission was not followed and feel that this significantly undermines the character of the building. The Commissioners would very much prefer that the original permission be adhered to.
