24 April 2006 · Delegated
Ballacallin, Lane From Dalby Road To Ballacallin, Dalby, Isle Of Man, IM5 3bt
The barn sits on the western, seaward side of the A27 coastal highway between Glen Maye and Dalby. The application was refused on 24 April 2006. The decision turned on the extent of the proposed extensions and how significantly they would alter the barn's appearance. Planning policy for converting redundant countryside buildings aims to preserve their character and limits extensions to essential facilities only. The proposed additions did not meet that test. The northern annex was described as nearly as tall as the main building with a parallel ridge line, and a substantial rear extension was also included.
The extensions were not considered essential facilities, and the northern annex would become nearly as tall as the main building, with a rear extension also proposed, fundamentally altering the barn's simple rectangular character. A previous application for extensions to the same barn had also been refused.
Refusal Reasons
Planning Circular 3/89
criteria for the conversion of redundant buildings in the countryside
the conversion of existing redundant buildings where such conversion complies with planning circular 3/89 - Renovation of Buildings in the Countryside. Alternatively the Department may accept the expansion of existing facilities which have shown a positive previous contribution to tourism in the area. However, no approval will be granted to any development which would result in an adverse impact on the countryside whether this be from visual intrusion, the impact of traffic or car parking or inadequate arrangements for the servicing of the development.
