The site represents the agricultural holding of Gibdale Farm, located on the northern side of the Bayrauyr (B30) which links the Ballamodha Straight with St. Mark's.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as "white land", that is not designated for development.
Various applications have been submitted in respect of this holding: PA 90/01327 - alterations and extensions - permitted
PA 97/0102 - approval in principle for renovation of derelict house to farm worker's dwelling - refused on appeal PA 97/0103 - creation of hard surface farm track - permitted PA 01/0677 - conversion of agricultural building to agricultural dwelling - permitted PA 02/01446 - installation of windows - permitted PA 04/01462 - removal of agricultural worker's occupancy condition - refused at review and awaiting appeal decision.
Proposed here is the erection of a free standing agricultural building. This will be 27.5 m long and 9.1 m wide and 3.6 m to the eaves. The building will be clad in cladding, colour not specified (it should be dark green). The building will be positioned at the side of the farm lane some 100 m from the farm buildings. The farm buildings include a farm bungalow (which was the subject of PA 04/1462) and accommodation associated with this (which was created through PA 01/0677 and is attached by condition to the farm bungalow) and gym facilities (90/1327).
During consideration of the recent appeal against refusal of permission for the removal of the agricultural tie, the applicant indicated that he intends to farm the land and he made reference to this application. The outcome of the appeal is awaited.
Malew Parish Commissioners indicate that they have no objection to the application. The Society for the Preservation of the Manx Countryside and Environment indicate concern as planning permission has previously been granted for conversion of the existing outbuildings on the farm to living accommodation.
The buildings on the site are visible from a wider area to the east, from St. Mark's where the bungalow and older buildings can be made out in a landscape dotted with buildings, mainly farm groups. The new building will, from many angles, be screened by the existing buildings and have a back-drop of the plantation to the west. I do not see any adverse visual impact from this new building. Whilst the existing buildings were converted to living accommodation, I doubt due to their position, proximity to the bungalow and nature, they would have been able to provide the same function as the new larger span modern building which is proposed. I also do not think that the previous owner farmed the land in the same way as the current owner intends to, and in fact leased some of the land out.
Malew Parish Commissioners are statutory consultees and should be afforded party status. The Society for the Preservation of the Manx Countryside and Environment are not directly affected by the proposal and should not be afforded party status in this case.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the erection of an agricultural building as shown in drawings 3259-01 and 00256/1 recieved on 14th February, 2006.
The building must only be used for agricultural purposes.
The building must be finished in dark brown or dark green sheeting unless otherwise approved by the Planning Authority.
