The application site represents an office located at Agriculture House, Cronkbourne Village, Braddan. The site, to the east of Ballafletcher Farm Road, is directly adjacent to the Isle of Man Creameries site.
Agriculture House is located within an area zoned as Industry in the Braddan Parish Plan (Feb 2003).
There have been a number of previous planning applications relating to the site, the following of which are considered relevant to this application:-
PA00/00631 – Change of use of upper floor for administration of Educational Services, Agricultural House. Approval was granted in July 2000 for the use, with a Condition that the approval be restricted to an 18mth period only after which time the use must cease. The following application subsequently granted an unlimited time period, but with a personal approval.
PA 01/01455 – Continued change of use of upper floor as office, Agricultural House. This application granted an unrestricted term of use to “Include” for purposes of educational services for children excluded from school.
The application proposes the discharging of Condition No. 1 of PA 01/1455, which restricted the use of the office to the charity “Include”, to general office use. No external alterations are proposed.
Approval is sought to the change the use of an existing office to ‘general office use’ as the previous occupiers of the office, the charity “Include” no longer wish to use the building. Adequate parking exists on site, and given that the site is located in an Industry area, the use is considered to be compatible, without the need to condition the use to a personal or time restricted use.
Braddan Parish Commissioners advise that “there was no material planning reason to object to the principle of the application subject to a “Note” being included that would advise the applicant that by an approval for the change of use to the existing surplus office accommodation this would not mean that any further applications for change of use to general office accommodation would be supported.” I understand this to be an objection to the current application which seeks approval for “general office use”.
Braddan Parish Commissioners object to the application, the Chief Fire Officer requests that the applicants consult with the CFO with regard to suitable fire precautions. The Highways Division request a condition regarding car parking which is considered suitable.
It is considered that those who made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the plans and information submitted as part of this application, date stamped 24th February 2006.
C 3. Prior to the commencement of the use, a plan must be submitted for consideration and approval by the Planning Authority, indicating 4No. designated car parking spaces for the office use hereby approved.
N 4. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
