Site
The application proposes the installation of uPVC casement windows top replace existing on front and rear elevations at 9 Upper Dukes Road. The property is part of a row of two storey detached properties which are south of Nobles Park. The location of the dwelling has been zoned under the Douglas Local Plan Order 1998 as an area of predominantly residential use; the site is also within the Olympia Conservation Area.
Planning History
The neighbouring property 7 Upper Dukes Road has recently benefited from a Planning Approval for the installation of uPVC windows to replace existing to front elevation (05/00127/B).
Proposal
The application includes the removal of the existing uPVC top casement windows on the front elevation (total of 3) to be replaced with uPVC top casement windows with a Mahogany or Rosewood colour.
To the rear elevation the applicants proposes the removal of the two ground floor kitchen uPVC casement windows and replaced with uPVC white top casement windows.
Representations
The Douglas Corporation have considered the application and have no objection.
We have received no privately written representations objecting to the application.
Assessment / Recommendations
When considering applications which involve replacement windows within Conservation Areas, approval would only be given to properties which proposed to install the same or similar to the original windows of the property. In this case the original windows where timber sliding sash windows, however the neighbouring property 7 Upper Dukes Road benefited from the installation of uPVC windows on the front elevation as it was judged that the terrace is in a Conservation Area for its distinctive brickwork rather than its windows, although sliding sash windows would be preferred.
Due to this it would seem the proposals would seem acceptable in these locations and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents which are date-stamped 16th February 2006.
N 1. Notwithstanding this approval, the Department would prefer to see painted timber sliding-sashes fitted to this building, which is within a Conservation Area. Grant assistance should be available for such work.
