Provision of Temporary Drainage Infrastructure to Serve Approved
Residential Development (PAs 04/02634 & 05/00811), Parts of Fields 320649, 320653, 324323 & 324324, and parts of Main Road, Eyreton Lane and Former Railway Line, Between Main Road and River Dhoo, Crosby
Statement of Supporting Information
A valid planning approval exists to develop a field behind the Crosby Hotel with a residential scheme of 40 dwellings, which was initially granted under PA 03/00166 and confirmed with minor amendments under PA 04/02634. A revised scheme of 39 dwellings which proposes alternative access arrangements (PA 05/00811) has been approved by the Planning Committee and is awaiting appeal.
The drainage arrangements are essentially the same for all of these schemes and rely upon the use of an on-site temporary treatment plant until IRIS is available in Crosby. The treated effluent from the temporary plant is to be discharged to a watercourse, an arrangement which requires a licence to discharge being issued by the Environmental Health Directorate. The above approved schemes all propose to discharge to a stream under the Main Road, although an application for a licence to discharge in this location has been refused due to the characteristics of the stream.
In order to drain the development site we have a number of options - we could for example provide further survey information in respect of the stream under the Main Road and re-apply for a licence - but given the views expressed by third parties in respect of that arrangement and after further consultation with the Environmental Protection Officer we are at this stage content to propose an alternative that will meet the environmental criteria of the licensing process. It is now proposed to discharge directly to the River Dhoo by way of an underground pipe, and from discussions with the Environmental Protection Officer this will be acceptable. The arrangement will be temporary until IRIS becomes available, and can be used in conjunction with either of the schemes approved under PA 04/02634 or PA 05/00811.
Where the underground pipe passes through a field boundary the hedge/fence will be made good. Between the former railway line and the River Dhoo the drain will take the form of an open channel, which will allow it to take the best route through the brush scrub/vegetation in this area and to avoid any tree roots. Upon IRIS becoming available in Crosby the channel can be filled in.
Storm water from the development (i.e. rainwater) will be taken from the site separately and will discharge to an existing ditch which runs inside the roadside boundary of fields 320649 and 320653. This ditch discharges to the nearby stream which in turn runs to the River Dhoo.
