The proposal sought approval in principle for a new industrial unit with access and car parking on a parcel of land within Gladstone Park Industrial Estate in Ramsey. While the site is zoned for industrial use and the principle of an industrial unit there was considered acceptable, the officer found that the application site currently provides a significant area of shared car parking used by operators and visitors across the wider estate. Removing those spaces to accommodate the new unit would inevitably worsen already problematic parking and access conditions within Gladstone Park, and the proposed unit would itself generate further parking demand. The application also lacked detail on the nature of the industrial operation, likely traffic generation, or parking requirements, though the officer considered the parking conflict clear enough to assess without that information. The Highways Division objected to the application on these grounds, and the officer concluded the site was unable to accommodate an industrial unit without causing clear conflict with existing users.
The application was refused because the site currently provides shared car parking that is relied upon by existing businesses and visitors within Gladstone Park, where parking is already problematic. Building on this land would remove those spaces and generate additional parking demand, creating clear conflict with the needs of existing users. The Highways Division objected on these grounds and the officer agreed the site could not appropriately accommodate the proposed development.
Condition 1
Approval of the details of the proposed building shall be submitted to the Planning Authority within two years of the date of the decision.
Condition 2
The development hereby permitted shall be commenced within four years of the date of this decision, or two years from the date of approval of the details of the proposed building, whichever is the later.
Condition 3
No development shall take place until a scheme for access and the provision and preservation of visibility to the right and left has been submitted to and approved in writing by the Planning Authority. The approved scheme shall be implemented before occupation of the building the subject of this permission.
Condition 4
No development shall take place until a scheme for servicing and turning of service vehicles in association with the exiting and proposed development within the application site has been submitted to and approved in writing by the Planning Authority and the approved scheme shall be completed before occupation of the building the subject of this permission.
Condition 5
Prior to the occupation of the building the subject of this permission a Master Plan for the further development of the Gladstone Park Industrial Estate shall have been submitted to and approved by the Planning Authority.
