Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
It is considered the works would preserve the character and appearance of the existing property and countryside setting and therefore the proposal would comply with General Policy 2 and Housing Policy 15 of the Isle of Man Strategic Plan.

1.0 THE SITE - 1.1 The site represents the residential curtilage of Thie Ny Garee, Baldhoon Road , Laxey, which is a two storey detached property, located on the western side of Baldhoon Road.
2.0 THE PROPOSAL - 2.1 The application seeks approval for the installation of replacement roof tiles.
3.1 The site is not designated for development under the Area Plan for the East 2021. The site is not within a Conservation Area. - 3.2 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
3.3 Housing Policy 15 states: "The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."
4.1 This property has been the subject of a number of previous applications; however, none are considered relevant in the determination of this application. - 5.0 REPRESENTATIONS
5.1 The Ecosystem Policy Division (DEFA) seek a bat survey be undertaken to identify the species of bat utilising the property, their abundance and whether they are breeding and this will determine the mitigation required. The presence of bats will not prevent the property from being reroofed but provision must be shown for their ongoing protection (03.11.2021).
5.2 Highway Services comment that there are no highway implications (20.10.2021). - 6.0 ASSESSMENT
6.1 The main issue to be considered in the assessment of this application is the impact of the proposed development upon the character and appearance of the dwelling and countryside.
6.2 The existing slate roof which is in a poor state of repair is proposed to be replaced with a Eternit Thrutone slate which is a light weight roof slate. The appearance is similar to a natural slate. While this finish would be preferred, the site is not within a Conservation Area.
6.3 A bat Survey should be conditioned and should any bats be found presence a mitigation plan be submitted. The applicants are in the process of getting such a survey undertaken. - 7.0 CONCLUSION
7.1 Overall, it is considered the works would preserve the character and appearance of the existing property and countryside setting and therefore the proposal would comply with General Policy 2 and Housing Policy 15 of the Isle of Man Strategic Plan. The application is recommend for an approval. - 8.0 INTERESTED PERSON STATUS
