Officer's Report
Site
The site of the Bee-Hive Nursery, Hillberry Road, Onchan, is located on the northern side of Hillberry Road, east of the junction with Birch Hill Crescent. Within the site consist of a large detached two story property which is used as a children’s nursery. The site has been zoned under the Onchan Local Plan Order 2000 as being within a predominately residential area; the site is not within a Conservation Area.
Planning History
More recently the property has benefited from recent Planning Approval for:
- Demolition of two single storey outlets and construction of single storey extension to form kitchen, toilets and laundry (99/00022/B)
- Erection of carport (98/01409/B)
- Erection of glazed extension incorporating entrance (97/00135/B)
- Provision of advertisement signs A & B (96/01226/D)
Proposal
The application proposes the erection of a timber summer house to provide play room. The summer house would have a width of 4.23 metres, a length of 5.86 metres and a maximum height of 2.86 metres. The structure which is constructed of wooden boards will be laid on top of a concrete slab. The proposal would be located to the rear corner of the site near the rear (gap of 2 m) and side (gap of 4.5 m) boundary. The owners of the site also own a dwelling along Briarfield Avenue which is to the rear of the nursery site. The rear boundary treatment consists of high level bushes and trees.
Representations
The Onchan District Commissioners have considered the application and have no objection. The Social Services have asked that they receive the outcome regarding of the application. We have received no privately written representations objecting to the application.
Assessment / Recommendation
The proposed summer house is a relatively small structure and I believe it will not cause any adverse impacts to the neighbouring properties, and due to the boundary treatments.
For these reasons the proposal would seem appropriate in these locations and therefore my recommendation is for an approval.
