Officer's Report
The application site is an existing playground facility within Kirk Michael. The application is to provide new equipment.
In terms of visual impact, the structures are set back from the main road. The dome climber is set behind the existing telephone exchange. I therefore consider the proposal will not harm the character and appearance of the proposed conservation area.
In respect of the impact on Railway Cottage, which I situated to the north of the proposed Dome climber, the structure would be situated next to the garden/vegetable patch of this property. I am concerned that the proposed structure would cause some impact from overlooking when the structure is in use. However, I consider a condition requiring additional landscaping along that particular part of the boundary would help to prevent any overlooking from occurring.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the installation of new play equipment as shown in drawing numbers 01, 02 and 03 date stamped 16th December and Email from EMC Design dated 26th March 2006.
C 3.
Prior to the commencement of works, a landscaping scheme along the southern boundary of Railway Cottage shall have been submitted to and approved in writing by the planning authority. All planting shall be carried out in accordance with the approved details in the first planting seasons following the first use of the development. Any tree or shrub which within 5 years from the completion of the development dies, is removed, or seriously damaged or diseased shall be replaced in the next planting season with another of similar size and species, unless the planning authority gives written consent to any variation.
