1.01 The project is the construction of a new residential building, containing 14no two-bedroom flats to provide accommodation for staff at Nobles Hospital.
1.02 The submission to the Planning Committee is for full approval for development.
1.03 The new residential building will link into the existing residential building.
1.04 The drawings which form part of this Planning Application are:

2.01 The site is currently in the ownership of the Department of Health and Social Security. The site is part of the Nobles Hospital complex.
2.02 This phase of residential accommodation is Phase 3 of the planned programme of residential accommodation for DHSS staff employed in Nobles Hospital; other proposals under consideration for future residential development of this part of the hospital complex can be seen on drawing 1026 37 P005A the Development Control Plan.
2.03 Under the adopted Braddan Parish District Local Plan, 1991, the site is zoned as Residential. In the later The Braddan Parish Plan (Draft) dated February 2003, yet to be adopted, the site is designated as Proposed Predominantly Residential. In section 4.49 of the draft Written Statement it states โ...the Department would consider that this field would be suitable for the development of housing in association with the new hospital...โ
Phase 1 of the accommodation programme comprised the conversion of Cronk Aash.
Phase 2 of the accommodation programme comprised the construction of houses and flats on the Union Mills Football Club playing fields.
2.04 A meeting with Planning Officer for the area Mrs V Messenger was held on Wednesday 27 July 2005 to review the proposals for this project. Mrs Messenger confirmed the design and appearance was suitable. Minutes of this meeting were issued to all parties.
3.01 The existing staff accommodation block has twenty eight single-bed apartments in a two storey building. The building has a central corridor with apartments on both sides with vertical circulation provided only by stairs. Externally the building has mainly dry-dash render with smooth bands. Projecting two storey bays are in red facing brick.
The proposed design shown on the drawings 1026 37 P003 and P004A Plans and Elevations, has where possible matched the existing design. The new building has materials that will match the existing buildings.
The new building provides 14 no. apartments with a laundry and plant room. There is a two-storey link to the existing building. Each apartment is a three-person apartment with two bedrooms, a lounge/kitchen/dining area, bathroom, cloakroom and hallway. The apartments are approximately 56.4 sq m internal net floor area.
The plant room has been located and designed to suit any future expansion of the accommodation. A corridor has also been designed into this Phase to provide access for any future accommodation wing.
All doors on circulation corridors and within the apartments will be 900mm wide to assist circulation and access by ambulant disabled.
There is a 1.5 to 2.0 metre fall across the length of the site area. The building is set down below the levels of the existing block. This has meant the introduction of steps with a platform stair lift in the link corridor.
As the building is below the level of the existing block, the new drainage cannot be discharged by gravity into the existing systems. The foul drainage will be pumped into existing foul system and the surface water will be discharged to soakaways.
There are 46 no. car parking spaces within the existing parking area. This presently services 28 no. apartments and 6 no. houses. Following consultation with the Department of Transport we have provided an additional 8 no. parking spaces under this Phase. We have also identified space for another 24 no. car parking bays for the future programme of accommodation.
4.00 Summary
4.02 In submitting this application for Full Approval for Development, the Department of Health and Social Security are of the opinion the design meets the criteria of the Local Plan.
The proposed new building is designed to match the existing building in layout, form and use of materials. This conforms to the advice given by the area Planning Officer who agreed in principle that the design of the new building should match the appearance of the existing building.
Therefore the Department of Health and Social Security respectfully request the Planning Committee grant planning permission for this development.
