Statement of Supporting Information
The site is an area of approximately 17.3 acres on the eastern side of Peel, directly south of Derby Road and immediately to the east of the dwellings of Rheast Bridson. The QEII High School is to the south of the site. The site is generally comprised of agricultural grazing land, with an area of woodland towards the south east corner. The woodland now contains an open area within which the farm building group was formerly located, however upon becoming redundant the farm buildings were taken down for safety reasons. A number of informal farm lanes cross the land, with the principle access lane running directly between Derby Road and the site of the former farm buildings. The site also includes a small part of a field to the north of Derby Road which will be required for the creation of a traffic roundabout.
- The majority of the site is within an area which is designated for Predominantly Residential Use by the Peel Local Plan, with the area around the site of the former farm buildings designated as Private Woodland or Parkland. Planning approval in principle has previously been granted under PA 02/02518 for residential development on the western side of the site, and approval in principle for the residential development of the whole site has now been granted and remains valid (PA 04/01603).
- Previous application PA 05/00800 proposed to develop the site with 167 dwellings, roads, sewers, landscaping and public open space. Following further consultation with officers of DoLGE this application has been withdrawn to allow the submission of this revised scheme, which incorporates two principal changes;
- the housing previously proposed for the south western corner of the site has been replaced by 33 elderly persons dwellings, with the units
immediately adjoining the existing housing of Rheast Bridson all being single storey. In order that the development will make a contribution towards the need for affordable housing these dwellings will be made available to DoLGE at less than the market price. The changes in dwelling types has resulted in the overall number within the site increasing by six to 173; and
- at the request of the Department of Education a footpath has been included alongside the elderly persons units which in the future may link to the school to the south of site.
- Vehicular access to the development is proposed by way of a new roundabout on Derby Road, with a gated link into Rheast Bridson that would only be opened to vehicles in the unlikely event of the principal access being temporarily blocked by an emergency. A permanent pedestrian access between the new development and Rheast Bridson will also be created at this point, and the Department of Transport Highways Division has previously raised no objection to this arrangement. A number of the new dwellings will be in a woodland setting but within the open area vacated by the farm buildings. This will necessitate the removal of a small number of minor trees but will not affect the character or vitality of the woodland, which will largely be used for public recreation. Pedestrian access will be available through the site between the southern corner and Derby Road.
- Surface water drainage will be taken to the steam which runs through the site and foul drainage will connect into the existing public sewer, arrangements which have formed the subject of consultation with the Department of Transport Drainage Division. A mix of dwelling sizes and types will be created throughout the development, including (as indicated above) bungalows at the site boundary which is shared with the single storey dwellings of Rheast Bridson. The dwellings will also be finished using a variety of materials and colours so as to maintain visual interest throughout the site.
