Description Of Application Site
- The application site is within the grounds of the a Milntown Mansion which is located on the southern side of the Lezayre Road
- The property is a Registered Building
- To the west of the application site are Wall Cottage and Mill Cottage. These properties from part of the estate.
Proposal
- The proposal is to erect a new free standing security camera and the mounting of a bronze wall plaque on an orchard wall
- The free standing security camera will be 6 metres in height.
- The plaque will be 58cm x 50cm.

Issues
- This is a joint report on the applications for the Registered Building consent and planning permission.
- Section 16(3) of the Town and Country Planning Act 1999 states that “In considering whether to grant planning approval for development which affects a registered building or its setting, or whether to grant registered building consent for any works, the Department shall have special regard to the desirability of preserving the building or is setting or any features of special architectural or historic interest which it possesses”.
- The plaque will be mounted onto a exterior wall of the orchard wall within the grounds of the estate. The plaque is not visible from the public highway. It will be approximately 30m away from the mansion and will be adjacent to the old bathhouse. I consider the proposal has a neutral effect on the setting of the registered building.
- In respect of the free standing security camera, the mast will be set approximately 30m away from the Mansion. There is another free standing camera within the grounds. The free standing camera is not a feature you would expect within the grounds of a registered building. However, the camera is required to improve the security of the estate. On balance, the proposed camera mast would cause some harm to the setting of Registered Building but not to a degree where planning permission and registered building consent could be refused. This is down to the fact the mast is set some distance away from the mansion and there is at least one other mast, to my knowledge, within the grounds of the estate.
- The Conservation Officer is content with the proposal.
- The camera is set 60m away from Glen Auldyn Road. This is a significant distance from the public highway. Furthermore the mast will be obscured from public view due to landscaping with the site. The proposed mast will not adversely affect the visual amenities of the locality.
- In terms of the impact on Mill Cottage, the proposed 45m away from the property. There is a disused mill located between Mill Cottage and the neighbouring property. This building minimises the impact from loss of privacy. However, Mill Cottage is owned by the applicants and therefore this also mitigates against any impact from overlooking and loss of privacy.
- In respect to the impact on Wall Cottage, the application site approximately 30m from the boundary of Wall Cottage. There are a few trees running along the east boundary with the garden of Milntown Mansion. Due to the distance of the mast from the boundary and the existing landscaping in place I do not feel the proposal cause any significant harm from overlooking of loss of privacy. Furthermore, the property is within the ownership of the applicant which also mitigates against any impact from overlooking and loss of privacy.
Conclusion
I therefore recommend that planning permission and Registered Building Consent be granted subject to conditions in the attached schedule.
Party Status
Since Lezayre Parish Commissioners are a statutory consultee, I recommend that party status be granted to them.
