Memorial Hall, Main Road, Union Mills, Isle Of Man, IM4 4ab
The proposal was for the additional use of the Memorial Hall, adjacent to Peel Road (A1) in Union Mills, Braddan, as a children's day nursery. The hall has no dedicated on-site car parking and relies on informal parking to the rear or side of the site, or on Peel Road itself. The application indicated a potential parking area, but did not specify the number, dimensions, or exact positions of spaces, and that area fell outside the defined application site boundary in any case. The officer shared the Highways Division's concern that the use would increase the number of people parking on Peel Road and would intensify use of an existing junction onto the A1 that was already considered inadequate in terms of visibility. These highway safety concerns were the decisive reason for refusal.
The application was refused because the site lacks adequate on-site parking and the existing access junction onto Peel Road (A1) has poor visibility. A day nursery would increase vehicle movements and parking pressure on the A1, which the officer considered contrary to highway safety. The parking area shown in the application was outside the application site boundary and its details were insufficiently specified.
