SITE
The site is defined as the "footprint" of a proposed agricultural building on the South side of the Grenaby Road at Ballavarkish Beg (now "Praslin").
Blue-lined is the surrounding land comprising five contiguous fields and the curtilage of a bungalow ("Praslin"). The occupancy of "Praslin" is restricted to agricultural workers.

The site is approximately 1km north-east of Ballabeg. The land falls gently to the south.
The site is 12m back from the highway and close to the bungalow.
The application proposes the erection of an agricultural building, some 6m square, 2.3m to the eaves, and 3.4m to the ridge. The building would be clad in dark green sheeting, with clear sheeting on 25% of the roof. A vehicular door is included on the west elevation. Access exists.
It should be noted that there is pending a petition of Doleance, by the applicants against the Department, in relation to a recent application which sought to have the occupancy condition removed from the bungalow. The application was refused (after appeal), but that decision is being contested in Court.
It should also be noted that there is a current application seeking to extend the bungalow (PA 06/00137), and that a previous application for a larger extension was refused.
The applicants are also seeking a determination from the Department as to whether their current / proposed agricultural activities do / would enable them to comply with the occupancy condition. Advice is being sought from DAFF in this respect.
The proposed use of the building is agricultural - specifically "lambing shed / hay barn / machinery store". This accords with the use of the blue-lined land and the approved use of the dwelling.
The building is of modest size, and little larger than a conventional double-garage. Such a size accords with the limited extent of the agricultural holding.
The siting, although close (12m) to the road, is also close to the dwelling and existing small sheds. This close grouping would result in acceptable visual impact, both from nearby and as part of the landscape in more distant views from the south and south east.
The only written representation received is from Arbory Commissioners, indicating no objection.
I recommend that the application should be approved subject to the following conditions:-
The Local Authority is automatically a party to any further proceedings.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
