We refer to the continuing roll out of Manx Telecom's network on the Island and as such this supporting statement forms part of an application for full planning permission on behalf of Manx Telecom Limited.
This application relates to the installation of a 10-metre high slim line monopole internally accommodating 6No. antennas, a ground based equipment cabin and ancillary development.
Manx Telecom Limited
Manx Telecom was formed in 1987 and is a wholly owned subsidiary of MMO2. The Company holds licences to run fixed and mobile networks on the Isle of Man.
Statutory Influences on and Around the Site
When undertaking the site search and the assessment of potential sites, any conservation issues and/or other designations will be fully taken into account when selecting the preferred site. Examples include development plan policies, land use designations and conservation areas. These are then assessed in order to achieve a suitable design solution whilst not compromising the quality of the surrounding area and features.
Description of the Proposals and its Surrounding Context
The proposals, which form the subject of the application, are located in the south section of the hospital grounds. Their specific location will be off the access road that runs through the hospital and adjacent to a banking of trees approximately 6-metres high with a single 10-metre high tree between the road and the proposed site. There is an existing adjacent compound that houses the gas tanks for the hospital. These plus the many buildings that comprise the hospital allow for context for the installation and to ensure it will have a minor impact on the surrounding area.
Requirement
The requirement is for localised coverage in the hospital. This was at the request of the hospital as the existing radio paging system was going to be no longer available and they want to switch to SMS as a means of contacting staff. As such a Manx Telecom installation is required to facilitate this and fill the current coverage 'blackspots.' Therefore, the requirement of this site is an essential service to ensure doctor and nurses can be contacted.
Summary
It is considered that the proposals have been designed so as to realistically minimise the visual effect of the proposals.
