Officer's Report

The application proposes the installation of a 10 metre high monopole internally accommodating 6 antennas, ground based equipment cabin and ancillary development at Nobles Hospital, Strang, Douglas. The applicant has stated that the monopole is required for localised coverage in the hospital as a means of contacting staff, due to the hospital switching from a radio paging system to a SMS system.

The location of the proposal is north of the main hospital buildings and east of the hospital gas tanks. The proposed site is on top of an embankment which is 2 metres higher than the ground level of access road for the hospital. The gas tanks which would be fairly close are fairly high and quiet prominent in the area due to their size and colour (white and orange). There are a number of trees and bushes in the area which will help prevent the monopole being seen in certain locations.

We have received no privately written representations objecting to the application.

The proposal would seem acceptable in this location, and will not cause a significant visual impact upon the area or street scene and also as the proposal will be an important communications tool for the staff of the hospital. Therefore my recommendation is for an approval.
