Officer's Report
The planning application seeks approval in principle for the erection of twelve dwellings on a parcel of land adjacent to Vollan Crescent in Ramsey.
There are two public objections to the planning application. SPMCE have objected to the planning application. To date no comments have been received from Ramsey Town Commissioners or the DoT Highways Division.
As the land is zoned as public open space under the Ramsey Local Plan the proposed development is contrary to planning policy. Whilst the application is stated to be for first time buyers the means of ensuring this is limited and the application contains no indication of discussions with the Estates and Housing Section. Simply stating that the dwellings are intended for first time buyers is not sufficient reason to set aside the fact that the land is not zoned for residential purposes. I had previously advised the applicant that a planning application would be likely to be refused. Approval of this planning application would be a departure from local plan policy, which is something that I consider should not happen outside of the local plan process. I recommend that the planning application be refused.

The application site is located within a wider area that is zoned as public open space under the Isle of Man (Ramsey Local Plan) (No. 2) Order 1998. As such, approval of the planning application would be contrary to the zoning of the local plan and result in a loss of public open space to the detriment of public amenity.
