Officer's Report
The site represents the curtilage of an existing dwelling situated on the western side of Park Road within an area of Residential use on the 1982 Plan.
The site was previously the subject of an application for redevelopment in the form of two semi-detached dwellings. This was refused (05/1039).
Now proposed is a pair of semi-detached dwellings as a replacement for the existing bungalow. This follows consultation with myself. The new application differs from the previous one in that:
- no car parking is proposed on site behind the semi alongside St Elmo, the roofs are hipped, the overall height has been reduced by 2m.
These changes make the proposal much less intrusive and with only a landing and toilet window facing towards the adjacent properties and the removal of the car parking spaces, this is much less unneighbourly.
I have asked those who commented previously to confirm that they do not object to this application.
I have received letters from two of the objectors who objected last time, one of whom is perfectly happy, the other has made comments about the height of the separating fence, the windows facing her kitchen, no further proposals for dormer windows or heightening of the property and the safe disposal of the asbestos roof.
PSM are concerned about the use of the two parking spaces within their area. Defer for consultation with the applicant.
I have written to the applicant (14th October, 2005) requesting confirmation that they have the right to use the spaces at the rear but have received nothing to date. There is arguably no adverse impact from the development as the existing property has no off-street parking and there was certainly plenty of space on the road when I visited on which residents may park their vehicles.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the redevelopment of the existing property at 17, The Park with a pair of semi-detached houses as shown in drawings reference IT/01/A, IT/02/A, IT/03/A and IT/04/A all received on 1st September, 2005.

Prior to the occupation of the dwellings, a new fence must be erected between the forewardmost part of the new properties as they face onto Park Road and the rear of the application site and "St. Elmo", to the height of the eaves of the single storey annex on the southern elevation of the latter property

For water connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the Isle of Man Water Authority Planning and Projects Section, telephone 695958.

The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
