The application seeks approval for the conversion and erection of extension to the existing unfinished garage to provide self-catering tourist accommodation at Dhoor
The site is designated as an area of private woodland, within the grounds of a detached dwelling.
The site is well screened within its surroundings and the proposal would have a minimal impact on the neighbouring properties.
However, in terms of policy, the building is an unfinished garage with hobbies room above which is being built under planning application 03/0298/B. The conversion of the building along with the proposed extensions would in tantamount be creating a new residential dwelling in the open countryside. This is contrary to the well established policy of the Department and I recommend that the application be refused.

The proposed development to create a self catering tourist unit in this location is tantamount to the creation of new residential dwelling in the countryside. The application site, which is within an area of private woodland, is not zoned for residential development and its residential development is therefore contrary to the Isle of Man Planning Scheme (Development Plan) Order 1982 and, in particular, the provisions of Planning Circular 1/88.
