Officer's Report
The site represents a small piece of land between the existing Post Office building on the corner of the Promenade and Bay View Road within an area of Predominantly Tourist Accommodation on the 1982 Plan.
Redevelopment proposals have been approved on the site to the north east (PAs 04/00389, 05/0558 and 05/01265).
Approval in principle was granted for the erection of a family flat on the site adjacent to Cornaa under PA 03/0772. The conditions of that approval required that the flat may be occupied only in association with "Cornaa" and that no approval was implied or granted to the sketch scheme and that consultation with the Planning Officer was recommended. I am not aware that such consultations took place.
The proposed flat will have a garage at ground floor level and a lounge and dining room/kitchen on the first floor with two bedrooms on the second floor and a study in the attic. The elevations are the same as those submitted with the aip and are a smaller scale version of the building alongside ("Cornaa") with a dormer. No details are given on the windows: the small size of the apertures will demand a slim section of whatever is proposed: a thick plastic frame will look out of place and clumsy.
Defer for the views of the PSM and DoT.
DoT views now received with no objection.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a family flat as shown in drawings reference DG/19/8/1 and -/2 both received on 13th September, 2005. The flat may only be used as accommodation ancillary to "Cornaa" as shown in the submitted plans.
C 3. Prior to the installation of any windows, the applicant must have approved a sectional detail (drawings or sample) to demonstrate that the section of the proposed windows will be sufficiently slim to be appropriate to the size of apertures proposed.
C 4.
Prior to the installation of the garage door, details thereof must be approved by the Planning Authority after consultation with the Highway Authority: the garage door must open such as to not block or open over the highway and be of an appropriate appearance for its prominent location.
N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
N 2. For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.
