Officer's Report
The application proposes the subdivision of unit 1 to create a self contained motor vehicle repair workshop at Old Quarry, Douglas Head Industrial Estate which is for Zoned Light Industrial on the Local Plan. There has been a previous application (05/00774/B) which was refused on the grounds of insufficient information establishing the proposed uses and the use and allocation of parking spaces. The property at present is for sale / let, and is currently empty.
The existing Industrial unit consists of 6 bays; the proposal is for bays 5 and 6 to be subdivided for the proposed mechanical workshop, but in conjunction with the existing unit. The existing unit has a
provision of 20 car parking spaces of which 8 are to be set aside for the proposed mechanical workshop (2 staff parking and 2 working bays) and the rest to the existing unit. No external works have been proposed as the existing unit has two roller shutter doors, which one will be the new access for the mechanical workshop; therefore there is not a need for installing a new access. The proposal will have a fire access to the rear elevation.
The Public Works Committee of Douglas Corporation has considered the application and has objected. The Department of Transport have no objection to the proposal. We have received no private written representations objecting to the proposal.
This application has been improved greatly than the previous application which was refused; it shows clearly what is proposed and the parking provisions. I believe that the proposal has adequate parking provision and the proposed usage is acceptable and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents, as shown in drawings HLK/05/0243/1& HLK/05/144/2 and HLK/05/144/3 all received on 14th September 2005.
C 3. The applicant is advised to consult the Water Authority to ensure that a connection is obtained for water supply purposes, or an amendment to the existing supply under the terms of the Water Supply Byelaws.
For a change in the supply to a premises (domestic or Commercial) the applicant should contact the IoMWA Byelaws Inspector (Les Quayle), tel. 69 59 57.
