Officer’s Report
The application is proposing the conversion of one apartment to three self contained apartments and replacement uPVC top hung sash windows to replace existing front and rear elevations at 14 Empress Drive, Douglas, which is a large semi-detached property within a Conservation Area.
The Douglas Corporation have considered the application and have no objection. The Department of Transport have objected to the proposal due to the development will increase the requirement for on-street parking at a location which has no additional capacity.
There have been applications for the conversion of the existing guest houses in the area (4 Empire Terrace 04/01892/B & 12 Empire Terrace 04/01618/A) which have been refused due to the increased amounts of on-street parking provisions, however they have had their decisions overturned at appeal.
The conversion of the single apartment, which is currently at ground floor and first floor level of the property into 3 self contained apartments, would seem to be unacceptable due to the proposed use would generate a demand for parking spaces; on-site parking is neither proposed nor practical, whilst further on-street parking would exacerbate existing congestion, to the detriment of road safety and the convenience of existing residents.
The replacement of the existing timber sliding sash windows with uPVC top hung sash windows to the front and rear elevation would also seem unacceptable, Whilst there are, nearby, many examples of PVC-framed, casement windows, these are not successful in terms of appearance; further inappropriate windows as now proposed would not preserve or enhance the appearance of the Conservation Area.
There are also no details of the proposed bin storage area at the front; this proposal would have to be designed such as to preserve or enhance the appearance of the Conservation Area.
My recommendation for this application is therefore a refusal.
