1.1 The Department of Transport's Business Plan 2005-08 has the following statements. Government Aim: To provide a sound and sufficient infrastructure for the Island. Purpose: To support the delivery of services to meet the needs of the community. Department Aim: To make best use of and develop the infrastructure.
1.2 In recent years the Department has undertaken a scheme to improve facilities for leisure craft. This programme has led to the water retention schemes in Douglas and Peel that in turn has led to the development of a successful marina in Douglas. Plans are already being drawn up for the creation of a similar scheme in Peel that will be the subject of a planning application in the near future.
1.3 The scheme that is the subject of this planning application is described in the next section. It should be seen as the second phase of development in Douglas Inner Harbour that will complement and complete the work that has already been undertaken.
2.0 Description Of The Scheme
2.1 The scheme is intended to provide further pontoon berths in the inner harbour between North Quay and the Tongue.
2.2 The pontoons would be the same construction as phase 1. The main walkway sections would be 2.5 metres wide with concrete decks. The fingers will be timber decked. The proposed scheme would provide 41 fully serviced berths.
2.3 An entrance canopy would be provided at the head of the access bridge to the pontoons which would normally be locked closed with access by means of a “smart card,” issued to authorised boat owners and staff. This would be an extension of the system currently operating successfully elsewhere around Douglas harbour, including the access gate on to the first phase of pontoons.
2.4 Appropriate lighting levels would be achieved on the pontoons by the use of low-level bollards.
2.5 The pontoons would be provided with mains electricity and water for boat owners to service their vessels.
3.0 Benefits Of The Proposed Scheme
3.1 The proposed scheme will enable the Department to provide additional vessel berthing within the harbour for the growing number of owners who wish to use marina facilities.
