This application sought permission to redevelop the Derby Square Garage site in Douglas to create 8 apartments with associated car parking. It was a revised resubmission of an earlier application. The site sits within an area zoned for predominantly residential use and falls within a Conservation Area. The Planning Committee considered a range of issues including the impact on the appearance and character of the Conservation Area, the benefit of removing the existing garage, the effect on nearby buildings, provision of affordable units, parking, access, and the principle of incremental development. Permission was granted on 27 January 2006, subject to 9 conditions.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
All services must be laid underground, and all soil-stacks must be constructed internally.
Condition 3
The windows in the front elevation must be wooden-framed sliding sashes set on concrete sub-cills and having a reveal of at least 0.15m.
Condition 4
The proposed car parking spaces (a) may be used only by residents of and visitors to the proposed flats; (b) must be allocated such that each flat has at least one space; and (c) must be completed and available for use prior to the occupation of the proposed flats.
Condition 5
Prior to the commencement of any demolition, there must be submitted to and approved by the Committee a method statement for the demolition and construction; the works must be undertaken in accordance with the approved statement, which should be prepared in consultation with the Department of Transport.
Condition 6
Prior to the commencement of any works, details of all architectural features (including their materials) must be submitted to and approved by the Department; these features include the dormers and all mouldings.
Condition 7
No external pipe work or other external clutter, such as meter boxes, extract ducts, and the like, may be erected or installed without there being in place specific planning approval therefor.
Condition 8
Prior to the commencement of any works, further consideration must be given to the location of the bin-storage area such as to ensure that it is accessible to and convenient for the refuse collection authority; an amended plan arising herefrom must be submitted to and approved by the Committee prior to the commencement of any works.
Condition 9
Subject to the above conditions, this approval relates to drawings numbered 05/168/1, 05/169/1, and 05/170/1, date stamped 31st August 2005.
